It’s because they have really inexperienced team running Diablo 4 and had way to many restarts during the development process. As if d3 belonged to some completely separate company and they simply couldn't learn from the early mistakes d3 made and try to avoid them with d4. What really grinds my gears is when the d4 team talks about how d3 had a decade to iterate and improve, d4 is new so we need to cut them some slack. It's incredibly unprofessional and shows how inexperienced the d4 team is. Sad to see Diablo 4 start off with the same issues. Funny thing is that Diablo 3 was the same way early on, and they fixed this quite a bit as the game aged and progressed. It makes loot feel awful in 99% of the drops you get.
